This Request for Proposals is for an evaluator/team to assess the impact of the Pempamsie project in the identified outcomes over its five year duration.

Delta Family Resource Centre has received funding from Public Safety Canada to work with community partners to deliver Pempamsie - a comprehensive five-year program for predominantly Black youth who are in contact with the Justice system and their families.  For Youth Initiative (FYI), Somali Women and Children’s Support Network (SWCSN), Think Twice and Urban Rez are the four key partners who, with Delta, will deliver a comprehensive culturally appropriate program for racialized (predominantly Black) youth aged 15 to 29 and their families who are at risk. The wrap around initiative will focus on providing critical supports to these youth and their families, focusing on youth in schools, neighbourhoods, community agencies, detention centres and correctional facilities.

The successful evaluator/s will be selected collaboratively by the Partners who believe that strategic culturally relevant direct interventions in the lives of such youth and their families can change the narrative.

Description:

Pempamsie aims to:

  • Reduce recidivism of adjudicated youth
  • Reduce at-risk youth involvement in anti-social activities
  • Increase employment and life skills
  • Improve leadership and communication skills
  • Enhance community relationships between marginalized youth, their families and the broader community.

It will use a wrap-around, Africentric approach that will foster collaboration and relationship building.  A team of four Youth Justice Workers, four Pre-release and Reintegration workers, two Family counselors and public educators will provide pre-trail, pre-release and reintegration supports, family counseling and family group conferencing, workshops and other interventions aimed at building healthy relationships and developing life management and enhancing decision-making skills.

Tasks:

The External Evaluator(s) will:

  • Become familiar with the initiative and the subject matter
  • Develop/establish a research and evaluation plan/framework including methodology, (in consultation with the partners)
  • Use a variety of data collection sources and methods, both quantitative and qualitative (surveys, focus groups, interviews, observations)
  • Develop data collection tools, consent forms, (in consultation with the partners)
  • Assist in the identification and implementation of a Data Management system
  • Prepare and manage ethics
  • Complete application/documentation for ethics approval process
  • Recruit participants from the Pempamsie project (with support from partners)
  • Conduct semi-structured interviews with individuals who have been involved in the project
  • Write analytic memos after each interview
  • Manage data according to data management protocol
  • Analyze interview transcripts
  • Assess the extent to which the project is being implemented as planned
  • Assess if intended outcomes were achieved
  • Identify unanticipated outcomes
  • Provide a cost analysis for the project
  • Develop and write findings reports over the 5-year process
  • Develop and prepare a final report and other reports as required
  • Work from an Anti-Black racism and Anti-oppressive lens
  • Train partners on the use of tools developed

Qualifications:

  • Masters degree (PhD an asset) in Social Sciences (sociology, public health, education, psychology, social work)
  • Minimum seven (7) years professional experience managing, planning, designing, developing, implementing and reporting on program process and impact evaluations conducted in the last 10 years;
  • Experience in local community-based research and evaluation processes
  • Demonstrated Interest in issues affecting racialized communities
  • Experience in working with risk assessment and data collection tools and data management systems
  • Minimum two years of related experience
  • Experience in measuring changes in attitudes, knowledge, skills, behaviours, and program impact in a pre-post format
  • Experience conducting process and theory-based impact evaluations
  • Experience in developing and testing causal attribution strategies in the context of impact evaluations, using comparison groups, contribution analysis or other supported methods
  • Experience in working with racialized and vulnerable communities
  • Ability to apply an Anti-Oppression/Anti-Black Racism analysis in this work
  • Must be willing to mentor/include junior researchers on the research team
  • Experience with participant recruitment and obtaining informed consent
  • Experience in the ethics application process
  • Experience coding qualitative data
  • Strong abilities in time management, scheduling interviews, participant tracking and meeting deadlines
  • Ability to commit to a five year initiative
  • Willingness to meet with project representatives as needed
  • Willingness to train and build internal capacity in partner agencies
  • Strong interpersonal skills
