OCASI welcomes qualified individuals/organizations to submit a proposal to develop and update the content of the Serving Youth in Newcomer Communities (SYNC 101), a self-directed e-learning course in English and French.
The goal of the SYNC 101 course is to provide professional development resources and opportunities to the settlement sector employees in Ontario, serving immigrant and refugee youth between the ages of 13 and 24. This course is part of OCASI’s Professional Development and Training program, funded by Immigration, Refugees, and Citizenship Canada (IRCC).
OCASI was formed in 1978 to act as a collective voice for immigrant-serving agencies and to coordinate responses to shared needs and concerns. Its membership comprises more than 220 community-based organizations in the province of Ontario.
This work is a part of OCASI's SYNC 101 program, which provides professional development resources and opportunities to the settlement sector in Ontario. In June 2009, OCASI created the Serving Youth in Newcomer Communities training manual and training course as a part of the Services for Youth in Newcomer Communities (SYNC) project. The course and guidebook were revised in 2017 through community-based research with the support of York University. The content for the course and guidebook was designed from an anti-racist, anti-oppressive framework, and emphasized the need for evidence-based, collaborative, and systemic approaches to support immigrant and refugee youth.
The purpose of this RFP is to find a consultant or consultant team to update the content for the SYNC 101 course for Youth Settlement Service Providers. This Self-Directed E-learning 5-module training course will provide resources and opportunities in the social services sector, specifically, those who work with young immigrants, refugees, 2SLGBTQIA+ and non-status individuals. The updated content must reflect the current social, political, and immigration policy context impacting the lives of newcomer youth and the service providers who support them. The consultant will be responsible for updating the course content to reflect the above changes as well as share promising practices to support the needs of newcomer youth through an intersectional lens. The curriculum content will need to be engaging and informed by adult education principles and include interactive activities, quizzes, and case studies, allowing students to study at their own pace.
Scope of Work:
The contractor will:
- Conduct needs assessment in English and French using surveys, interviews, and focus groups to
identify the specific training needs of settlement workers.
- Research emerging and innovative practices amongst service providers to address systemic
challenges faced by newcomer youth and their response to emerging trends.
- Direct the content so that it addresses social, political, immigration, and cultural shifts, as well
as systemic barriers that relate to housing, mental and physical health, violence and other key
issues that impact newcomer youth and their ability to integrate and participate meaningfully
in their communities.
- Incorporate youth engagement strategies and center promising practices in youth programming
into the content development process.
- Based on the results of the needs assessment, develop and design the SYNC self-directed 5
modules online training program curriculum in collaboration and consultation with OCASI staff
and project advisory committee
- Develop scenarios, discussion questions, assignments and course evaluation questions using
OCASI’s internal course design format.
- Work in collaboration with the Advisory Committees and OCASI’s project staff, develop pre-and
post-assessment tools to allow participants to gauge their own learning needs and progress
throughout self-directed learning.
Anticipated Project Schedule:
- Proposal submission due date - October 15, 2021
- Anticipated decision and selection of consultants - October 30, 2021
- Anticipated start date of project work – November 5, 2021
- Project completion - March 15, 2022
A total budget will not exceed CAD 15.000 (which includes HST and other costs)
Required Qualification and Experience:
- Knowledge and Experience of issues faced by newcomer youth in Ontario from an intersectional
- Knowledge of the immigrant and refugee-serving sector in the Province of Ontario
- Experience and expertise in curriculum development and/or instructional design
- Experience and expertise in online and/or distance learning, involving the use of pedagogical
- Expertise in adult education learning principles with proven abilities to integrate an anti-racist
and anti-oppressive framework
- Experience related to applied research and needs assessments within community-based and/or
- Project management skills, as evidenced through successful, on-time/on-budget completion of
- Expertise in collaborative design and community-based research methodologies is considered

- The proposal should not exceed 6 pages. It should include a résumé that outlines relevant
qualifications and professional experiences. In addition, the proposal should include but not be limited
to the following:
- Overview of the applicant’s understanding of the scope and requirements of the project
- A work plan that takes into account the deliverables and timelines
- A brief description of how the applicant plans to work with the OCASI staff and the project
- Examples of prior work similar to this type of project
- 2 References directly related to comparable projects
