Evaluator, Service Delivery Data Hub Project

Local Immigration Partnerships (LIPs), funded by Immigration, Refugees and Citizenship Canada (IRCC), provide a collaborative framework to facilitate the development and implementation of sustainable solutions for the successful integration of newcomers to Ontario that are local and regional in scope.

The Toronto East Quadrant Local Immigration Partnership (TEQ LIP) is a partnership that involves diverse service providers, stakeholders and newcomers in the planning and development of collaborative and innovative solutions to enhance newcomer settlement in Scarborough while promoting the efficient use of resources. Catholic Crosscultural Services (CCS) is the lead agency of the TEQ LIP, which is the primary body responsible for overseeing the TEQ LIP’s activities and resources.

CCS, as the lead agency of the TEQ LIP, is seeking a consultant to undertake a project evaluation of the Data Hub project. This project, implemented in partnership with the University of Toronto Scarborough Campus and building on the Scarborough Newcomer Needs and Trends Project established in 2018, aims to support organizations in working together to make better use of service delivery data for newcomers' service and program planning. The goals of the project are to:

  • Expand and enhance the existing Newcomer Insight Collaborative (NIC) platform to engage and enable diverse organizations to pool their service delivery data, and other relevant data, for joint analysis
  • Conduct ongoing and deeper analyses of participating organizations’ data to produce “Scarborough Newcomer Needs and Trends” data reports; and
  • Continue to build the capacity of organizations to make better use of their data for program planning and evaluation through the creation and facilitation of data-focused capacity-building workshops.
Scope of this Request:

CCS is seeking to contract an Evaluator to undertake an evaluation of this project. This will include developing and implementing an evaluation framework and required evaluation tools to assess the ongoing impact of this project over the period of April 2022 – March 2025 by building on an existing evaluation framework and tools. As the project has a diverse set of objectives and activities, a thorough evaluation plan, including multi-faceted sources of information for multiple aspects of the program’s performance is key, with a focus on impact/outcome evaluation. The evaluation framework and evaluation tools, including a mid-term and final evaluation report, must all be completed by March 31, 2025.

Goals of the Evaluation:
  • Determine the extent to which the Scarborough Newcomer Settlement Needs and Trends Reports suit the needs of participating service providers, and identify any barriers to optimal use of report findings by service providers
  • Examine service providers’ perceptions of the benefits and challenges of data pooling and analysis within the Project’s platform
  • Assess the extent to which the project contributes to knowledge increase in the area of newcomer settlement needs and trends in Scarborough
  • To measure the accessibility, relevance and reach of capacity building project initiatives relating to service delivery data analytics
  • To measure the impact that capacity building in the area of service delivery data knowledge has on the involved agencies
  • Identify unintended program impacts/outcomes, both positive and negative
  • Evaluate project adaptability, scalability and replication
Deliverables:
  • Project description and logic model
  • Evaluation matrix
  • Detailed evaluation plan with justifications including proposed sources of information; research methods and procedures; analysis; and knowledge dissemination and report structure
  • Any required evaluation tools to be developed (e.g. surveys or stakeholder/group interview questions) along with the plan for analysis.
  • Detailed timeline (April 2022 to March 2025) for evaluation work plan
  • Mid-term and final evaluation report with an executive summary written for a broad audience
RFP:

The Evaluator must demonstrate:

  • Experience in designing and conducting community program evaluation, including the design, administration, analysis and reporting processes
  • Experience in evaluating multi-stakeholder programs and capacity building initiatives
  • Familiarity with IRCC strategic directions; experience in evaluating other IRCC projects would be an asset
  • Knowledge of newcomer services is an asset
  • Experience or knowledge of data analytics is an asset
  • Canadian Evaluation Society designation is an asset
  • Experience or knowledge of computer science relating to data management software is an asset
