Catholic Crosscultural Services is seeking an experienced Evaluation Consultant to design and collaborate in the delivery of program evaluation activities associated with the “Effectiveness of online vs in-person delivery for occupation-specific language training “ Project funded under IRCC’s Service Delivery Improvement (SDI) program.


Catholic Crosscultural Services has received funding for a three-year Service Delivery Improvement (SDI) project to deliver the “Effectiveness of Online vs In-person Delivery for Occupation-specific Language Training” Project.

The COVID-19 pandemic necessitated a rapid pivot to online service delivery, creating opportunities while also exacerbating challenges for some newcomers in accessing services. CCS in collaboration with the University of Toronto Scarborough Campus (UTSC) will implement a research study of the effectiveness of online vs in-person delivery for occupation-specific language training. There currently is a lack of evidence on which service modality works well for newcomers with different characteristics. This project will help address this evidence gap.

Scope of this Request

The Evaluator will be responsible for designing and consulting on implementation of the full range of major evaluation activities including, but not limited to:

  • Assessing the process, activities, and outcomes of the project
  • Designing the project’s evaluation plan and evaluation framework
  • Developing and implementing evaluation and data collection tools in collaboration with the project team
  • Engaging in regular consultation meetings, timeline to be defined at project onset, with project management and staff, to ensure that Evaluation Plan is implemented effectively
  • Completing analysis of data collected
  • Produce regular progress update reports based on funder requirements
  • Producing one mid-project report and one final project evaluation report

Project Timeline:

Completion of the evaluation framework by March 2022, mid-term report by March 2023 and final report must be completed by March 31, 2024.

Evaluation Goals:

  • Assess the extent to which the project achieved the goal of gathering evidence on the effectiveness of online vs in person OSLT programs for specific newcomer groups
  • Assess effectiveness of project partnerships in achieving project outcomes
  • Inform the development and delivery of occupation-specific language programs for newcomers with the ultimate goal of improving economic integration
  • Determine the extent to which the project has supported newcomers with resources for employment
  • Assess the extent to which the project contributes to service providers knowledge increase in the area of newcomer settlement needs and trends
  • Identify opportunities for collaboration with other service providers to provide targeted programs for newcomer employment
  • Identify unintended program impacts/outcomes both positive and negative
  • Evaluate project adaptability, scalability and replication in various sectors and for additional purposes


  • Project description and logic model
  • Evaluation matrix and detailed evaluation plan with justifications including proposed sources of information; research methods and procedures; analysis; and knowledge dissemination and report structure
  • Any required evaluation tools to be developed (e.g. surveys or stakeholder/group interview questions) along with plan for analysis
  • Detailed timeline December 2021 - to March 2024 for evaluation work plan
  • Regular progress update reports as required by the funder
  • Mid-term and final evaluation report with executive summary written for a broad audience


Proposals should detail the Evaluator’s experience delivering similar initiatives. The successful proposal must demonstrate:

  • Experience designing and conducting community program evaluation, including the design, administration, analysis and reporting processes
  • Experience in evaluating multi-stakeholder programs and capacity building initiatives
  • Familiarity with IRCC strategic directions; experience in evaluating other IRCC projects would be an asset
  • Knowledge of newcomer services an asset
  • Experience or knowledge of data analytics an asset
  • Canadian Evaluation Society designation an asset

  • Letter of Introduction including executive summary that demonstrates an understanding of the assignment
  • Work plan, timeline and deliverables along with a description of how consultant plans to achieve the goals
