The Ottawa Chinese Community Service Centre is a non-profit, non-partisan, charitable organization committed to advancing the full social and economic integration and participation of newcomers, immigrants, refugees, and people of Chinese descent in the City of Ottawa.

The Ottawa Chinese Community Service Centre is looking for its first Human Resources Manager! We are looking for an HR Manager to take our existing HR infrastructure and build on it. This will involve every aspect of human resources from operational administration, policy development and strategic planning. We’re looking for someone who is just as excited about rolling up their sleeves, as much as be a strategic partner in shaping policies and programs that will take OCCSC to the next level. Reporting to the Executive Director, the Human Resources Manager is responsible for providing operational and strategic management to the organization regarding human resources and office administration. As a member of the management team, the Manager manages the day-to-day office operations and the administration of the human resources (HR) policies, procedures, and programs and will manage a team of 3 people. This position carries out responsibilities in the following functional areas: employee relations; legislative compliance; recruitment, onboarding and off boarding; retention/performance management; general administration and operations. The Human Resources Manager will be expected to play a strategic role in employee engagement, compensation, succession planning, health & wellness and other responsibilities as required.

University degree or college diploma in Human Resources; 2. CHRP/CHRL designation, or working towards 3. Minimum of three years of direct experience in a HR capacity 4. Minimum of three years of experience in a non-profit/charitable organization, an asset 5. Experience working in newcomer/settlement sector, an asset.

Required Knowledge, Skills and Abilities

  • Strong knowledge of human resource practices and processes particularly in the areas of employment law and labour relations, and a thorough understanding of Ontario payroll regulations. Human resources related designation (e.g., CHRP) is an asset
  • Understanding of organizational systems (i.e. production, human resources & management) and a commitment to continuous improvement strategies
  • Excellent project management, report writing, presentation and analytical and organizational skills including time management and planning
  • Ability to make efficient and sound decisions for complex issues including a proven ability to deal with sensitive matters in a timely and confidential manner
  • Attention to detail with the ability to manage multiple priorities in a fast paced and deadline driven environment
  • Excellent interpersonal and coaching skills; demonstrated high level of customer service and confidentiality
  • Current clearance from a criminal records check. Must be able to meet criminal and other offence/conviction screening criteria necessary for the Agency to maintain its contracts, insurance requirements and charitable status
  • Computer proficiency in Microsoft Office ® including Outlook, Excel, PowerPoint and Word; internet searches; human resource management database systems; payroll software; social media and virtual meeting platforms (e.g., Zoom). Familiarity with accounting software
  • Joint Health and Safety Committee certification an asset
  • Proven ability to work independently and as part of a team

Term: Full Time, 1 year contract, with a possibility of extension
