The Center of Education and Training - TCET is looking for an eLearning Moodle Course Developer for the National LINC Online Curriculum and Online PBLA Project. Reporting to the eLearning Development Team Coordinator, the eLearning Moodle Course Developer will be responsible for producing the eLearning courseware, programming (coding) within the courseware and integrating eLearning with the LMS.

Over five years, this project will develop Language Instruction for Newcomers to Canada (LINC) online curriculum for Canadian Language Benchmark (CLB) levels 3 to 5 across all skill areas (L/S/R/W). The project will contribute to building the infrastructure to support LINC service providers across Canada in the delivery of efficient and effective online language training. The project aims to optimize use of public funds, enable LINC instructors across Canada to use a PBLA supported, ready-made solution for their online or blended training programs, facilitate use of avenue.ca for distance language education and ultimately provide newcomers with the official language skills needed to achieve their integration goals.

Reporting to: eLearning Development Team Coordinator, National LINC Online Curriculum Project


  • Participate in project planning activities and ongoing project meetings
  • Participate in defining technical requirements and functional specifications and make recommendations on best media and technology to meet needs
  • Develop courseware to accepted standards, using various authoring tools
  • Integrate multimedia and other assets into courseware
  • Create storyboards and prototypes
  • Package courseware for delivery onto an LMS
  • Organize and test eLearning courses within SCORM Cloud and LMS sandbox to verify and validate functionality of content integration
  • Work closely with the Web & Graphic Designer, content writers and other development partners to establish processes and procedures to streamline content development
  • Effectively present ideas and information
  • Communicate technical concepts and their impacts to non-technical audiences
  • Stay abreast of new developments in eLearning and their potential uses; bring ideas forward
  • Adhere to version control and file management best practices
  • Adhere to quality control and development standards
  • Participate in quality assurance reviews
  • Participate in training as needed
  • Other duties as required


  • Post Secondary degree, preferably in computer programming, web design and/or multimedia development
  • 3+ years experience in custom software solution development and delivery (PHP, HTML, CSS, JavaScript, H5P, MySQL) and online media-rich application (HTML5, XML)
  • 2+ years experience developing custom eLearning using eLearning authorware
  • 2+ years experience in Moodle development (blocks, modules, plugins, themes and web services etc.) and integration of Moodle with other applications (Moodle APIs/interfaces)
  • Proficient in custom and off-the-shelf eLearning development software (Adobe Captivate, Articulate, Camtasia, Adobe Creative Suite)
    Proficient in MS Office (MS Excel, MS Word, MS PowerPoint, Outlook)
  • Experience with audio and video production
  • Experience with storyboarding
  • Experience programming and packaging to SCORM and other eLearning standards
  • Knowledge of version control software and systems (GIT preferred)
  • Knowledge of UX/UI design and accessibility standards
  • Knowledge of instructional design principles
  • Ability to communicate technical concepts to a non-technical audience
  • Ability to respect diversity and work collaboratively with individuals of diverse cultural, social and educational backgrounds
  • Excellent organizational skills, flexible with change and able to meet deadlines
  • Not-for-profit or settlement sector experience an asset
